Next month is the Drupal Camp Chicago. It is on Friday and Saturday, October 24 and 25, 2008. It should be pretty awesome, though there is not that much information up there now.

You got it right.... it's $20 to cover costs of food and stuff. We are also getting sponsors to cover additional costs. It's an open accounting by the organizing committee and any proceeds will be passed on to the Drupal Association!
