After some investigation, and with the backing of the rest of the WSCCI team, I have made a proposal to replace our bootstrap process with the Symfony2 HttpKernel library in Drupal 8. While a large task, it is consistent with the intended direction of WSCCI and offers a better benefit/effort ratio than redoing everything on our own.
