This sounds very intriguing. I'm currently in the planning stages for a project that would need a theme that would be skinnable to various subsections of our site, and if I'm understanding correctly, this would meet our needs perfectly?
Are their any plans to convert it for use with Drupal 7?
There are always plans, but at the moment I don't know any department who is able to fund either the upgrade of the CLF theme or the development of the new WET theme for Drupal 7.
It's not trivial to upgrade or maintain a theme and without a culture of collaboration in the public sector it's going to have to wait until the timing is right.

There is community supported version of Drupal that is built with the CLF guidelines here - http://tbs-sct.ircan.gc.ca/projects/drupalclf

Just for clarification, the Zen theme we developed can be downloaded directly from:

This site does have some issues with the navigation. Think it's just Redmine, but it's not easy to see where things would be located.
