I have posted a discussion issue in the core queue to attempt to get some consensus around the following topics:
- How much information should be stored in each file?
- What is the naming convention for configuration files?

If you have any thoughts around this topic, please post them to the issue. I am going to timebox this discussion to two weeks and then move forward based on community feedback. As the system has been committed, I think it is extremely important to make this decision in a timely manner rather than spreading it across the 80 threads that should be focused on converting core subsystems.
