I have experience on Openpublic platform and including involved tools like omega theming, Delta, Context etc...

OGPL includes Drupal, though announcement site does not

Though the announcement site is not Drupal, it does seem OGPL includes Drupal as one of its core components:

Announcement Site is also using drupal .

Agreed, that site is definitely Drupal. I was referring to http://webcast.gov.in/ogpl/.

Still, 2 out of 3 isn't bad :)
