Host installation issues

I'm totally new to this, so please forgive me if I've got this in the wrong place??

I want to do some testing with OpenPublic, so I thought I'd take a shot at installing it to my Web host (Webhost4life). I really wasn't expecting much success, but it actually went much better than I'd thought it would. There are apparently some major issues, though.

First of all, I got the following errors upon completion of the install.php script:

Having looked at the first one, I figured not having information about the App Store might not hold me up much. But, the second error seems to say that the content types array is incomplete?? Sure enough, when I try to add content in the Web site, I'm told that there are no content types defined.

The second big issue is that although my admin username and password work for login, I don't have the admin toolbar that I'm used to seeing in typical Drupal setups (looks like the Bartik theme). I browsed the users table and User 0 is null, and User 1 has the information that I defined in the setup script for my admin account.

I probably should also mention that I got a fail for insufficient memory before the database configuration portion completed, but after I tweaked the settings.php file, it seemed to complete, and the database settings appear to be accurate??

I'm anxious to get some hands on OpenPublic in anticipation of using it for a Federal government site, so any help you can provide will be appreciated. If it's easier to start over, I'm certainly early enough in the process that it won't cause any heartburn.
