Advise needed follow-up

I am trying to setup an educational network. I have read much
of the documentation and now am more confused then when I first
began. So I would like any advise or opinions related to the best
approach to take.
Here is the basic scenario, the students that generally utilize this
product are adults, but it is not limited to adults;
1. General access - this section acts as main page that leads to
general information, such as benefits and what is needed to learn, etc. This section is accessible to the general public. It will offer anonymous visitors the opportunity to become members. They may join as;

Social Status - like facebook with phots, buddy list, etc.

Student Section - for courses - will be divided into section based on
content needed. A mininum of 30 groups per city.

instructor/teachers - section will be for adding addition course
information, providing homework, lessons plans
quizzes, etc. They will needed calandar for
posting activities a to enrolled students. Also
some instructors will have need of video
uploading. Thre will also be an video archive.

Administration Department - that provide service for intructors,
such as conventions and training seminars.
They will needed calandar for posting activities.

Vendors - this section is for the many products and service needed
by the rest of the community.

All of the above will be divided by country, state and city.

Now that we have a reference point, i would like to explore some of the best optionsof how to handle this project. My first instinct was to use organic modules, which I began to do. After loading and installing the modules, I began to activate them. I ran into a problem "the white page of death". which lead me to search for how to fix it. Along the way i ran across this term "less is more". Which brought up the question of how the best way would be to handle this project.
Any suggestions would be greatly appreciated.
