No images or icons for the whole site

I hope that I have chosen the correct location to search for help as I am not sure if this is a theme problem or a site set up problem.
I have a subtheme for omega, developed on my local machine and then uploaded to Lunarpages where I have several other drupal 7 based sites.
Everything works OK on the local machine but when I uploaded the site I had problems

First off there was the dreaded PDO problem which I fixed by altering the php.ini file in the root directory - a little weird in that I changed the
open_directory =
to open_directory = none and then back to the original
and
open_basedir= from commented out to back to commented out!
Then the site burst into life with all the pictures and icons, but an hour later nothing only boxes of text!

And should have a header as per the attached file
It should have a header picture overlayed by a menu bar.
I can not think of anything else to try to resolve this.
