Hello people from the India community. I would like to aks you for some help. As you maybe know, people can apply to start a new regional or working group here on groups.drupal.org. I am one of the admins who review these proposed new groups and either approve or deny them or ask for more info.
I have difficulty evaluating this list of regional groups from India. A simple wikipedia search tells me that most of these areas easily has (much) more than 1 million people, but the group descriptions and motivations are very short and very general.
I know India is a vast and diverse country, so just 1 'India' group is likely not practical. What do you think? Any ideas on what are good guidelines for assessing these groups?

Glad to know that you are interested in knowing the activities down here, I agree that India is a diverse country and we have many regions over here, even for a state you may have meetups in regions, the links which you have provided are mostly for few states and few are for districts in the states, it at times take more than a night to travel from one district to another which makes the collaboration process a bit tough.
Drupal is being widely accepted in India, I personally being active in hyderabad group and has also attended various meetings, I believe you should allow the regional groups to grow by verifying with there owner.
I had once tried to create a group for Odisha, as I would love to spread the awareness of drupal among the institutes, colleges over there and have people actively involved in it. Unfortunately it was denied :) I know there are spammers and you guys would be having a tough time verifying the group.
I would suggest is, let one meetup happen in the region, and once it happens, you can request them the proof, in terms of pictures, details of what they did, if you feel the truth in it, you may approve them.

Some person is trying to market his workshop or something. Chances are , the group might land up with just this "ravindra" guy (http://groups.drupal.org/user/1916303) and no other user

A considerably large district in Haryana State. Worthy of having a group.

Chandigarh is a considerably large city. There is no existing group. Could be approved. Will be a duplicate of #7

One of the states in India. Should hold a good number of Drupalers. Could be approved. Bihar is not not having an active Drupal community currently and this could be a start.
5)http://groups.drupal.org/drupal-muzaffarpur
A city in Bihar. Chances are there might not be many Drupalers in the city alone. Approving the earlier Bihar community (#4) should suffice,

Not any Indian Region . The creator of this group had no idea or agenda.If he wants to colloborate with Drupalers from Gujrat, there are already http://groups.drupal.org/gujarati and http://groups.drupal.org/ahmedabad. Should be disapproved.

A considerably large city. Can be approved. (#2 and #6 are the same.) Approving only one of them is recommended

The heirarchy of India is
India -> States (Gujrat, Bihar)-> Cities (Ahmedabad, Bangalore)
Currently there is a Drupal India Group and there are active groups for major cities (whic are capitals of the states). There are no groups in the names of states as there are not any active communities from cities other than the state capitals).
I believe, if the group is in the name of a state or a state capital, it could be approved. For any other small town or cities, the users could cuddle under the parent state's group till they build up a good number from their city,

Make sure we always have one group for Either State or Capital. Means if a group already exist for Bangalore Don't approve Karnataka where "Karnataka" is a state "Bangalore" is state capital.

Drupal4Gov India
Its consolidation phase for Drupalers in India. I would like to create a Drupal4Gov India group to consolidate efforts and conversations happening around Drupal4Gov with reference to India.
Though its early days it will help in making progress in right direction if we have a group dedicated for Government.
I work for the Government and would like to help focus your efforts into meaningful projects.

Strong and dedicated effort to promote Drupal in India. Some how main stream stake holders want to take benefit of Free and Freely available DRUPAL but rarely mention it to others or in online communities for various reasons.
Let me break the silence and start now the silence in local world, starting from Raipur...
(The above complaint applies to me also?) I have seen great amount of websites made around Drupal, the domain name and components but they rarely survive. Today I started a group to tell my story on "How Drupal is helpful for a common person in last line of society" and keep on promoting locally and globally.
