I really like the functionality of the Marina theme especially the Drop-down primary links menu.
Is there any way to add that functionality to the Slate theme?

The suckerfish drop-down can be added to Slate, and it's not all that difficult, but it depends on your level of coding knowledge.
The easiest way to achieve this is to use one of the many menu mods. Check this search page results and try a few. "Nice Menus" is well established and is widely used. "Cute Menus" is a bit newer but is getting a lot of attention. One of the easiest I've seen is "Quick Menu"... although I've never tried it.
