Events Plan
From the Drupal Association's Events Plan (a work in progress):
Beginning as early as 2010, there will be three DrupalCons per year. The Drupal Association will sponsor and endorse the production of one DrupalCon each in Europe and North America, and one that will alternate between North America* and Asia/Australia. The Southern Hemisphere conferences will, if possible, be held in Summer (December - January).
(...) four DrupalCon Regional Organizing Groups – one each for Europe, North America, South America, and Asia/Australia.
(*) This is clearly a typo, meaning South/Latin America instead.
It seems the dates for Asia-Pacific should be coordinated with the South/Latin America DrupalCon group (alternate years for now).

Looking at some Drupal statistics, with the help of a spreadsheet, it seems the world regions ordered by size of the Drupal community (at least on drupal.org) are, in descending order:
So, for the conferences in alternate years for Asia-Pacific and Latin America, I think that probably it would be logical to have the first conference in Asia-Pacific around late 2010, and the first one in Latin America around late 2011.
However this might change, because the Latin America community seems smaller but better connected between local groups, and could be ready earlier. Also, perhaps some more local events would be important as a previous step, before a larger event like a conference.

I've included the data and also the spreadsheet itself in a comment to a Global usage statistics of drupal.org issue.
As I said in the comment, it's old data, the current numbers can be quite different. And take into account that non-English speakers tend to use translated documentation rather than English-only drupal.org.
December 2011 or later
You should allow as much lead time as possible for the first Asia/Pacific DrupalCon. 24 months would be great.
