commerce kickstart

i have been trying to install commerce kick start distribution on my local machine but when ever i get to the option of installing the demo store it gives this error message

Try Edit php.ini file

Try to increase the following in your php.ini file
max_execution_time
memory_limit

Restart your server.

another error

i did it but it again gave another error message after installing

Error message
Warning: PDO::__construct() [pdo.--construct]: [2002] No connection could be made because the target machine actively (trying to connect via tcp://localhost:3306) in DatabaseConnection->__construct() (line 304 ofC:\wamp\www\commerce\commerce\includes\database\database.inc).

i dont have a special talent am just passionately curious
