I have a Windows user I need to get started in Compass/SASS.
Any Windows users with tool recommendations?
[We've Googled and have a short list of tools, I'm looking for personal recommendations]

Try Scout app
If you are looking for a basic GUI to manage SASS/Compass projects there's Scout (http://mhs.github.io/scout-app/) which is Mac/Windows. I've used the mac version in the past, it's very simple to set up and manage watch/output folders.
Maybe try a GUI App

I use Cygwin and install as you would any command line utility on *nix and it works great. If you are looking for an easier option I know many people who recommend http://compass.handlino.com
