For possible ideas to consider, we can see -from the European group- How to Nominate a Location and Scorecard for DrupalCon Europe Location. (juan_g, 2009-10-31)

Relationship with professional event management company should not be mandatory. In India we manage international conferences which attract attendees and speakers around the globe without help of any professional event management agency and solely based on volunteers from community.
As for the venue, do the venue need to be in the city or can the venue be on the outskirts of a city with good connectivity.
