Looking for advice on finding a developer

I work at WashU and we've been hearing that there's a shortage of qualified Drupal developers/programmers in St. Louis, particularly developers who can take on new projects. Have the rest of you found that to be true?
My Center is about to start looking for a local Drupal developer to contract with for some front end and back end updates and/or ongoing maintenance. (We used a company out in CA to build our site because we couldn't find anyone in St. Louis.) Do you have any recommendations on how best to reach out to developers? When we posted a job on this site two years ago we didn't get very many hits and none from St Louis.

It's hard in this market; most of the Drupal developers in St. Louis are already employed by one of the local companies using Drupal, and the few developers working freelance/independent seem to be content to remain that way :(

We really need to push to get some new Drupal developers coming through college/internships, I think, but all the STL area companies are always asking for Drupal developers with 2+ years experience.

One of the best options is to look for people who may be interested in coming to St. Louis. Maybe advertise the job posting in Chicago and other midwestern hotspots too.

The market is difficult and you'll have to break the mold of higher ed, as in you'll get what you pay for. True Drupal Talent is expensive. Offering relocation is a great idea.

I also recommend being active in Camps. DrupalCorn (in Des Moines, IA) is soon forthcoming and will have a pretty decent contingent of drupal developers.

I recently found a local developer to take on my project, but it was not easy. I am a startup so that makes it difficult anyway. I hope local universities incorporate Drupal into their programs as soon as possible. The local need is growing and the number of local Drupal developers is not.
