I don't see this as a broad or interesting enough topic to be worth its own group.

I believe that all of the conversations that would happen here are just as on-topic in the https://groups.drupal.org/security group.

A better place to fight against this special ignorance

The security group is for a common discussion about "security best practices in general". This group is not for the discussion about a better practice with file permissions. It's against ignoring the best practice to handle file permissions on many, many drupal sites. And the biggest problem in my opinion are hosting companies. And if just a single person like me is talking to a big company I don't believe that I can change something. So I need this group to coordinate some people to fight with me and discuss strategies we can propose to the d.o-community and the drupal association. In the second place this group is also a good place where we can link in discussions in other forums and the communication with the hosting companies.

I agree with @greggles and @jcnventura. This is too niche of a topic for a new group. You will have a more wider reach as part of the https://groups.drupal.org/security group which has already more than 600 members. All you need is to start a new discussion on https://groups.drupal.org/security and that's it (or create a wiki page). It's not like the current security group needs sub-groups yet, there is plenty of room for more discussions before we reach a level where new sub-groups need to be created.
