I presume that GDO is running on Drupal 7, right? Has there been any discussion of moving to D8? I guess to do that, the OG module would have to reach a stable release, which may not happen for a while?

The migration of groups.drupal.org is planned, but to the same Drupal version used from drupal.org. I take they will be migrated to Drupal 9, given that now Drupal 8 is not supported.
Migrating drupal.org and its sub-domains will need time to happen.

So, is GDO on D7 or D6? I noticed in issue 2836277, you changed the Drupal version from v7.x to v6.x.

groups.drupal.org is still using Drupal 6, so far. In the page source,
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />is repeated twice, which does not happen with Drupal 7 and 8.
