Recently I realized that most if not all the things you can do in a theme (add styleshhets, override templates and functions) can be made in a module as well. So I started to wonder why we don't make themes fully functional modules. This would make easier to add functionalities through themes (i.e. an header image that can be uploaded by the user).
For what I see there aren't many reasons for having this two different kind of plugin.
What do you think?
