How to Quickly Make 18 Tabbed Menu?

i need some help guys...

Currently, I'm using Quicktabs, which relies on javascript to switch tabs. This has been giving me some trouble because our staff don't understand anchor links and therefore can't link to individual tabs, and the Click Heatmap module isn't compatible so it's reports are useless for these pages.

To fix these issues, I would like to switch from Quicktabs Show/Hide style tabs to a regular menu styled so the links look like tabs.

I have no idea how to do this correctly/efficiently.

Our site is set up so there are 5 industry sections, each with 3-4 product pages containing 4-5 tabs. So I will have 18 product pages containing these tabbed menus which need to be switched to fixed menus.

Right now, I'm thinking I need to make 18 menus and configure them so they display in the content region for each set of pages that will compose the "tabs" using block settings.

Is this a job for the Context module (i don't have it implemented in my site, yet)? Do I need to make a menu for each tab set (18 menus)? Can views handle this some how?

After looking at your site, if it were me I would make each tab it's own page with a menu item. Then you can style the menus with CSS to look like tabs. Then each "tab" will have it's own url for the linking goodness you need. Views can make menu tabs but it isn't obvious how to get it working and if your content is pretty static for these pages I would just make them plain old page content types.

You mentioned Content module and you could use it to make block visible when a user is on a certain page or section but it wouldn't be required to make the menu look like Quicktabs.

You could create one menu and

You could create one menu and then use the menu_block module to break out the secondary menus into a different block. You would then only show that menu on the section pages.
