Would it be appropriate for a cooperative to use the word "Drupal" in the name and domain name of the cooperative?

A cooperative might be called something like "Drupal Services Cooperative EU" or something like this.
The cooperative would be governed, hypothetically, by the International Cooperative Association's definitions. Check those out here: http://www.ica.coop/coop/principles.html
Specifically:
"1st Principle: Voluntary and Open Membership -
Co-operatives are voluntary organisations, open to all persons able to use their services and willing to accept the responsibilities of membership, without gender, social, racial, political or religious discrimination."
Because of this principle, the argument for the trademark conferring competitive advantage amongst other commercial providers should be seen in context. Specifically, this is an organization open to anyone who can use the services.
