Multi-lingual menus

I need to be able to have primary links in English and French. The basic OpenPublish 2.3 accomplishes this for some terms, e.g. Home to Accueil, but not the terms that I have added to Primary links and also all the secondary level of primary links.
I have added the translated terms into the translation files, all of them (as I am not sure which makes the change. I have cleared the cache BUT the menu stays the same except for the original OP translations.
I have even installed i18n and translated the menu terms using that but still no change from the original OP trans.
