No User 2?

Hi guys, I have this stupid problem where no matter what I do, after I install a fresh copy of Drupal (tried 6.2, 6.22 & 7.0 so far) and get the first user account created and then immediately try to create another account, the user number always becomes 3. If I try to find user 2, I just get a page not found error. Anyone else ever have this problem?
