Installation total HANG

Hello, guys.
Well, I got the dumbest error I ever encountered in Drupal.
I cannot install Openpublish: it hangs on the first step, when I choose and click "Select language".
It's not max_execution_time problem or this kind thing. At first got
"Fatal error: Maximum execution time of 60 seconds exceeded in C:\wamp\www\openpublish\includes\file.inc on line 937"
but I managed to set the time to unlimited.
