I don't know whether this is relevant to you, and I'm sorry it this doesn't. :)
A question was popped up in my mind that rather creating a separate file for information regarding a module, can't we combine such information in the .module file with this information placed at the top of the .module file?

When you are using any framework you are supposed to follow its standards. Drupal is a framework designed after lot of thought process and several features have been added over a period of time.
You are trying to change very basics of this framework.

But there are lots things had gone in complete revamp in history. I respect the Drupal standards and I love to follow them as well. :)
To make something more easy to work with, secure, flexible, sometimes we need to change it completely.
An age ago, we were using Very big valve type transistor and now we are using very very tiny transistors, isn't it changed?
I am curious about the way, if we can do this any how.

.info files were introduced
.info files were introduced on Drupal 5. Please refer to http://drupal.org/node/101009 for more information.
Main reason: avoid loading modules to read their metadata, which avoid using memory and cpu (Drupal used to crash when there were to many modules available in the modules folder)
