I'm sharing information that worked for me when creating a link in the block body, to a file folder location. Keep in mind that correct permissions would also be necessary to have the desired result of the user clicking the link and having success displaying the files within the folder. But another part of that success would be typing out the file path using the correct structure.

With Drupal 8, there comes an entirely new theming system. When starting out, you'll likely have many questions. How does Twig differ from PHPTemplate? Where do you start with building a new theme in Drupal 8? How are themes structured now? We will review the process for writing a user guide page and the guidelines for contribution. This is a great opportunity to give back to the community and provide commits without needing to write code. This is the first online user guide for Drupal.
