Write up a user story. Please keep it short, and avoid describing any specific implementation details. Describe what you want to do, not how to build it. (How to write meaningful user stories is a good read on this).
In our system, user stories are Wiki's with the 'User Story' taxonomy term tagged to the content.

As a validated user, I want to be able to draw and share custom maps.
Example: Identifying old photos
I'm using Drupal to host historic photographs. Often the location of the photo isn't clear, so the discussion in the comments will say things like "Was the photographer standing at A, B or C?", "No, I think the line of site is like this".
Some users will use photoshop to mark up screen captures of Google Maps to explain what they're talking about. A simple way to insert a map and add simple annotation into text will be a lot easier.
