We are looking to implement Drupal as a standard CMS across our State University. I was hoping others may be willing to share their experiences working with external resources at a university level. I opened a related technical thread on the Drupal in Education Group and figured I would try this group for this higher education specific topic.

I am interested in feedback related to both long term and short term contracts with external support to provide development, design, training and best practice expertise. What kind of timeline did you use for support? Was this money well spent? What would you do differently if you could do it all again? What vendors should we be talking with? One area of interest we have is in the area of theming. Has anyone used an external resource to develop a core and sub themes for a university? We are in the very early planning stages so would like to explore our options fully up front. Any feedback both positive and negative is welcome.
