I recently joined Code for America where I will probably need to create an Open311 module for our project or I will do it in our CfA Labs time. Has any one done work on this?
There is a slightly old discussion on drupal.org (but I am suggesting it move here).

Happy to participate here
I have a working API accepting Open311-like updates, but I haven't implemented the entire 311 GeoReport v2 spec yet.

I guess I should set up a project and start sharing some code...
I'm looking to get Drupal working as both an Open311 server (accepting service requests from mobile clients) and as an Open311 client, able to forward those requests to jurisdictions.
awesome
Hey @jonathan. Thats awesome. I am still getting familiar with the API itself. Is there anything I can do to help facilitate getting that code on d.o? or Github? Also, maybe you can share it personally just with me for right now, if you are comfortable with that?

I'll tidy stuff up and aim to get it to you later today
It would be really good to get a test harness for this, BTW.
FillThatHole
I'm the developer of http://www.fillthathole.org.uk - a pothole reporting website.
I now have two UK councils who are starting to use Open311 as a reporting mechanism, and I'd love to help out with a Drupal module to do this.
MarkASpot
FYI MarkASpot is a new Drupal distribution for public civic issue tracking:

I am doing a test install to evaluate.
chicagomom on Twitter and d.o.
In case someone is still
In case someone is still interested, the project is now evolving on d.o: https://drupal.org/sandbox/markaspot/2031703. Also there is a demo of a drush make built here: http://markaspot.de/master
Open311 on Drupal 8
Last time I wrote here, the distribution was still a sandbox. Since the D7-Version as full project, we have now a release on Drupal 8. Check out the project page or mark-a-spot.org for documentation and features.
