would be really helpful -- if you'd like anyone to answer. Of course you can create a social networking site if Chinese using Drupal -- so if that's all you were asking, then the answer is yes. What kind of social networking site would you like to build and for what purpose?

This is not really connected with Drupal, but I suggest for non-techies to have a look at www.ning.com
You can build social networks there very fast and (at least to start) without technical knowledge.
