Hi folks,
I am a staff member at UC Davis, and I would like to hear about the experiences some of you may have developing code (modules, themes, core, etc.) and contributing them to drupal.org. Specifically, I would like to hear from folks who are University of California staff members, or are otherwise developing while on the UC dime.
Here's my current situation: I developed a module while under the employment of UC Davis and I would very much like to contribute it to the community. I'm having a hard time getting "approval" to do so. According to UCD's Intellectual Property Officer, GPL is "highly disfavored" by UC, so she won't approve the distribution of my code (or should I say, UC's code) under GPL.

So, do any of you folks know of policies, links, or precedents of GPL-licensed University of California code? How is this sort of thing handled at UCB?
Any leads you could give me would be appreciated.
