Since I'm new to the freelancing field and to web designing, I need help with learning how to present quotes to clients, especially to clients that don't know yet what they want on their web sites...
I had a meeting with someone, who needs 4 websites, but doesn't know yet what he wants on the sites.
He has a general idea, that one of them will be a static site of home, about us, our services and contact us, but the other sites, he'll might want, forums, blogs, and who knows what.
He insists that he wants an estimation quotes for each site. How do you deal with something like that? How do you quote if you don't know what is going to be involved in the building of the site?
I don't ask for your ratings :) just looking for a guiding hand to help me build a rates card.
Is it by page? by hour? by module that needs to be added?
Please, any help will be appreciated.

Also, do you do a research for clients that don't know what they want, before you even give a quote?
e.g., checking what other sites in the field have and offer the same options to your clients?
