A lot of these issues are stalled awaiting review. If even two people from this group spent an hour a week testing/reviewing core taxonomy patches the progress fixing taxonomy module in core would be about ten times as fast.

Can you point me to an outline of how to get involved in making this list shorter. I've only recently started taking an interest in being a part of the Drupal community but have worked with the tools for years.

First, you'll need an installation of Drupal 7 somewhere - see Setting up a test environment to review patches, then take a look at http://drupal.org/patch/review and http://drupal.org/patch/apply to get familiar with the process.
The important thing to remember is there's only two people with commit rights to Drupal core - so the entire process of initial bug report/feature request to commit relies entirely on peer review - and we're really picky, so pointing out a typo in a code comment in a 500 line patch is completely valid feedback which can help stuff get in faster.
