Friends, which is best way to build a versatile and all-inclusive Government Services & Content Portal? Share your thoughts and give pertinent contributions to enhance understanding on how best the various key and/or necessary Services and Content relevant to Citizens and others who need such, can be delivered to them through a comprehensive Government Portal.

I don't mean to be critical but you're question is right up there with "What is the meaning of life".
Perhaps consider narrowing your question down into manageable chunks and you'll find the replies to be more meaningful and hopefully helpful. For what it's worth, I think the use of Drupal as a platform for a "Government Services & Content Portal" is a reasonable choice. There's no doubt that the tools to facilitate the "necessary Services and Content relevant to Citizens" is available or can be developed. The question now is can you define what the "Services and Content" are or perhaps more importantly who the "citizens" are considering those with Internet access in Kenya are a very specific group that don't necessarily make up the general population.
I'm sure those who can answer these types of questions will not be on this forum but perhaps I'm wrong.
Start Small
An "all-inclusive Government Services & Content Portal" would need to cover all government services and content. That is for you to enumerate. As DeeZone points out above you've got to consider what information you intend to provide and who your audience is. Once that is done you can start to rough out an Information Architecture and corresponding Taxonomies and navigation structures.
http://www.kenya.go.ke/ offers info for Kenyan Government officials, tourists, investors and others. How is this different or similar to what you intend to do?
I find that a project morphs as it develops and it's best to be flexible and open to change. With that in mind, I don't advocate a thorough enumeration and classification of all content at the outset. If you can get some content into the system, you'll be able to deal with questions of navigation / taxonomy / etc. sooner rather than later and you site can start to take shape.
