Are they allowed to be posted as one giant blanket across all groups?

Is there anything we could do to prevent this from happening?

Generally, the answer is "no" - as it is considered a type of spam.

The best way to combat this is to open a new issue in the Drupal.org webmaster's queue (http://drupal.org/project/issues/webmasters) and ask that the poster be warned and possibly banned.
