A future client for a Drupal developer (a big nonprofit, not me and not my client!) has asked me if there is a standard rate for Drupal developers working on established Drupal sites.
While I know this is a very hard question - I promised to post here and see if anyone has any info or could give this person some idea of how to justify a line item in a budget for 2012.

You are correct: this is a very hard question! I'm probably preaching to the choir here, but it would be more helpful for the future client to issue an RFP and get actual bids from actual developers, and base their budget on that.
That said, and assuming that by "working on established Drupal sites" you mean this is for a website that has already been developed and launched, but needs the inevitable general maintenance and developer support: I was in the position of needing that a couple of years ago, and got bids ranging from $120-$180/hour, in the DC area. But that was for fairly straight-forward maintenance and programming, as opposed to say, designers and theming, or server maintenance.
They will also need a time estimate for budget purposes, and that depends entirely on their site. Only your future client can provide that.

As of today our rate for most Drupal work is $95/hr. The more technical, the higher the rate. Large projects or regular maintenance activities are typically fixed price because they have a defined scope. Hope that helps.
