Daphne, here's all you need to do:
Go to Site building ->Views
Locate the view (in this case rightsidebar_rotating_image)
Click on edit, then locate the Slideshow Format under Basic Setting/Style. Click on the Gear icon next to that and you will be able to change the configurations of the slideshow.
Timer delay:
Amount of time in milliseconds between transitions. Set the value to 0 to not rotate the slideshow automatically.
Speed:
Time in milliseconds that each transition lasts. Numeric only!
