Why D6?
It is available for Drupal 6, install it & see if it meets your needs. Tons of features have been added to the D7 version & no new ones will be ported back to D6. You'd need to hunt down the older documentation to understand the older version.
Take a look at all the great tools on the Omega project page & features that Drupal 7 brings to Omega Theming. Omega tools, Delta & Context make it worth using D7. If you want to make a responsive site with the latest features like responsive images you'll need to use D7.
Why the client is insisting it needs to be D6, do they think it will be cheaper to put a new theme on an existing site?
Do you know omega D7
Out of curiosity I installed the omega theme into one of the sites I am currently upgrading from zen d6 to omega d7. The UI for omega d6 would have been really hard to follow if I hadn't already known it for d7. If you haven't done a site in omega D7 then I highly recommend against trying it in D6, it will be too frustrating, and you might form a bad opinion of one of the best themes in drupal.
Unfortunately
According to the creator team for Omega, many of the features that allow it to be responsive are not available in D6 without some major hackage. Your best bet is to move to D7.
Not an option...
Sometimes the client wants to stay in Drupal 6 so I have to accommodate them, no matter how wonderful stuff for D7 is.
