Germany has submitted a strong nomination to host DrupalCon in Berlin. As I am the Vice President of the Drupal-Initiative, Germany's Drupal-supporting non-profit, and since the Drupal-Initiative is in part sponsoring the nomination proposal, and helped plan and draft it, I feel it would be unfair for me to rate the other proposals. One could say there is a conflict of interest.
To this end I've asked Tiffany Farriss, member of the Drupal Association and Chair of the North American group for DrupalCons, to do the scorecard on my behalf. She'll be working with Kristof, Bert, and Isabell, and will post her evaluations here as I would have.
When deciding whom to ask it was important to me that they are able to represent the Drupal Association's interests in the matter, and that they are involved with DrupalCons and event planning. Tiffany has paid attention to this group the entire time we've been crafting our strategy and scorecard documents, and participated in the entire 2 hour IRC meeting we had, so she's very familiar with the goals of the group.
