(BTW, I forgot to add a concept for course or section. What do you call those?)
Maybe there could be rules (the concept, not the module) that define who can give feedback on an exercise. For example:
For section XXX, all feedback for exercise E1 is given by user G1.
For section XXX, feedback for all exercises can be given by any user who is a member of section XXX.
For section XXX, feedback for all exercises can be given by any user who is a member of section XXX and has the grader role for section XXX.
