I have written (edited) a module (example module in addressfield module) to allow NC residents to select their county in the checkout process, in D7 Commerce, in order to apply the appropriate sales tax*. In the process I have written rules that apply the tax and exported them such that others could paste them into a rules component. I was wanting to make it available for anyone who is building D7 Commerce sites for companies in NC. Is this Drupal worthy? With about an hours worth of editing it could be turned into any other state that charges sales taxes in the same manner.
*NC sellers are required to collect sales tax based on the buyers payment location.

I think you should contribute this as a module. There are currently modules for several other states but I am currently having to write rules for each county in NC to make my site work. I would be happy to help contribute to this module for NC and SC to make it publicly available. If you don't then I'll eventually end up having to write my own anyway.

I posted a write up about it at https://groups.drupal.org/node/290993. I posted all the code for NC, albeit it should be checked against current tax rates http://www.dornc.com/taxes/sales/salesrates_10-14.html. If I knew how, and had the time, I would submit a module. I could send or post my rules exports, if that will help.
