"git vetted user" for a Feature module

I'm inclined to say we cannot grant "git vetted user" status based on a features export, since there is no original code. These modules should be eligible for a single project promotion though. I couldn't find that documented anywhere though, to make it official.

I agree. If the Features export module also contains custom code then that's a different story, but for exports alone we should do single project promotions.

Currently the Project Application Review Template links to this discussion as the guideline for length and complexity: How much code do we need to approve a user?.

I think this need to be rewritten into a concise guideline, summing up that discussion, as well as mentioning how to deal with features exports.
