Right now, Bootstrap documentation is kind of messy, because it combines info specific to Bootstrap theme with general, related to Bootstrap framework as a whole. Therefore, I think, it might make sense to move some info here. More precisely, these pages:
- Bootstrap themes
- Bootstrap related modules
- Bootstrap theming techniques and tips
- Tools to Build Bootstrap based Themes
Looking forward to your thoughts about this.

I agree that the information
I agree that the information as now should be reordered beacause ir isla all under Bootstrap Thene.
Bur, this forum is a place for discusion not documentación. Si those documents in my opinion should remain there.

Well, this group isn't only forum, but also place for wiki pages, etc. At the same time, I understand your opinion - handbook seems to be better suited for docs. Another option would be creating dedicated web, similar to http://drush.org
Right now, Bootstrap
I have said this once and I'll say it again: These handbook pages were originally created for https://www.drupal.org/project/bootstrap.
Before this project, there wasn't hardly anything else out there linking Drupal & Bootstrap together... period. The sub-pages have simply grown organically over time and have since included several other external projects that relate to the framework in general and not specifically to https://www.drupal.org/project/bootstrap. That being said, that isn't necessarily a bad thing per se, but it can be confusing to some I guess.
Regardless, this group (or any "group") isn't really the place for general documentation. The handbook pages are fine and is actually what they are intended for.
As I stated in https://www.drupal.org/node/2466425, I have already bought http://drupal-bootstrap.org and plan to move the documentation for https://www.drupal.org/project/bootstrap there.
