Time restrictions on date field

Events happening in the community are now at Drupal community events on www.drupal.org.

I have used date module to create date field for project.

Some people are putting in 1:00 for time rather than 13:00, so the event shows up as taking place at 1 am. Is there a way to change the time format to 12 hour format, or restrict the available times to say from between 7:00 and 22:00.

I don't off-hand know how to limit the time entry, but the format can be changed at the field settings:
Home » Administration » Structure » Content types » [node type] » Manage fields » [field instance]
And it's a bit hidden, in nested fieldgroups:

Thanks. I think just changing the time format to am/pm will help tremendously.

Restricting time would be a bonus, but not necessary.
