Yes it is SPAM
I too am about to unsubscribe. I have tried filling a issue with the drupal.org webmasters but it seems to have fallen on deaf ears. I also asked to be given the role to allow me to mark posts as spam but this too has also not been answered.

I do have the role that I can mark users and posts as spam. I have already marked this user as spam and have started to mark the posts as spam.

Not sure how they are doing it . . .
but now I have a new spam user in this group spamming away. Both the spammer and the post have been marked as spam.
drupal.org webmasters is there anything you can do to help?
