Proposal
To amend the constitution section 7.2 about dual signatures on cheques.
Currently reads:
"7.2 All cheques and withdrawal forms from the Association's bank account shall be signed by two of the designated officers who shall be the Chairperson, Treasurer and Secretary."
Proposed change:
“7.2 All withdrawals above £250 must be authorised by 2 of the designated officers who shall be Chairperson, Treasurer or Secretary. Transactions £250 or lower may be authorised directly by either the Chairperson or Treasurer.”
Background
Currently the only means of making payments is by cheque with 2 signatories. In order to permit BACS payments and a debit card we need to amend the current bank account and set limits for where dual authorisation is required, and permit single person transaction (for low value items) to single Drupal Scotland officer. This will reduce admin time as all officers rarely get the opportunity to meet face-to-face. Also, it's 2024.
All payments and bank account details are available to all bank account signatories. Annual reports are prepared at financial year end (31 May) and available for inspection on request.
General Meeting
There will be a brief meeting at the end of the 2024 Drupal Camp Scotland (1650, Friday 25 October 2024) to discuss and approve this change.
