I have created a basic function for making calls to a sparql endpoint. I have looked arround and while there are a number of modules which provide some specific functionality to access a sparql endpoint, I was hoping for something which would provide an API, prehaps to add endpoints and to query them.
I am happy to create a module to do this, but don't want to duplicate work. Is there a module I am missing.

I would recommend to write a patch against the existing SPARQL module. Note the Drupal 6 RDF module are not being maintained anymore and focus is given to the Drupal 7 port. If you like you could apply to get CVS access to the SPARQL module as well if you are keen on extending it.

integration with sparql module
You might also take a look at the Feeds module. I've created a Feeds Importer that fetches content from the sparql module, parses the content, then using a FeedsProcessor implementation I wrote which maps values to fields in a custom content type (or use the Feeds TermProcessor to create/update taxonomy terms). I still have some work to do on it, but most of it can't really be finalized until the Feeds module moves out of alpha release.

I wasn't sure whether you were talking about D6 or D7, and in my first reply I assumed it was D6. Since you're interested in D7, you should look at http://groups.drupal.org/node/59388#comment-171838
