Maybe I'm missing something, but I'm constantly seeing NYC job postings in the Western NY and Rochester groups. These jobs are usually labeled as "telecommute: not allowed". Am I missing something here or does everyone assume that people in NY are just waiting around to move to NYC?

No, you're not missing anything. We should just make it conditional that any potential employer be from where it's legitimately called 'pop'!

It's really quite the same thing as the blanket cold calls based on state versus zip. I stopped trying to give geography lessons a while ago, though I have a perpetual draft with the de-snarked language.
Best practice for these folks is to look at a map. Barring that, this might be a Suggestion Box item for g.d.o to provide that guidance to job posters. So far, I've not been annoyed enough by them to care. Take up the banner, my friend!
I annoyed
I've grown continually more annoyed. In a part of the state that seems to be greatly dominated by .NET, I get excited when I see a "local" Drupal job posting. Then I'm usually complete let down when I come and see that it's yet another NYC post that's found it's way into our groups. NYC is about 6 hours away, and I have no desire to move to somewhere where the cost of living is 3 times what it is here in Batavia... unless of course they're willing to pay 3 times what I'm currently making. :)

In some cases, particularly for 3-6mo contracts, if there's a GREAT fit you can find a middle ground where they pay, say, 2x your "local rate" and pick up travel expenses (but not food, in my experience, though I've seen some cases for that outside of Drupal). You probably need a very specific skill/experience set with Drupal to make that happen, but it's worth exploring.
In these cases, though? There are hungry devs in NYC. They don't need to advertise outside that market for such a generic need. #annoyedtoo
Local guys
Exactly, there are tons of Drupal devs right in NYC. I don't want them taking local work away from me, so I'm certainly not going to barge in to their market.

Sometimes, what you really need is a ninja at a particular thing, though. Beyond technical feats, local ninjas don't always "speak the language" of an industry, if that makes sense, so gathering business and refining requirements is harder no matter where you're from. It's a case-by-case thing, but I think your position is spot-on about 98% of the time. Being in business is hard. Work, almost. :)
