A catalog OR media storage?

Thank you for the question.
Do you need to store the media on the website and deliver it to the users OR are you just wanting to create a catalog on the website and point people to the physical location of the media?
Storing the media is going to be expensive and when people start downloading you are going to see bandwidth costs grow pretty high. This is assuming that you have a LOT of media and a LOT of users downloading it.
If you go to www.Drupal.org/project/modules and search for media, you will see that we have many many modules for handling media.
Let us know exactly what you are trying to do and we can steer you in the proper direction. :-)

I'd like to catalog the media (CD, DVD.and tapes ) as bibliographical data not storing the materials.
I downloaded some modules i think is related like - OAI Harvester- XC Browse- XC Metadata-XC NCIP Integration - XC Schema
Really i don't know how can i use it how can i first step to do this and I'm beginning

Have you checked out http://groups.drupal.org/libraries/resources which is the resources tab.
I will warn you that if you are climbing Drupal's rough learning curve AND building a robust Broadcast Library Catalog... It's going to be painful and take some time. It is certainly doable though.
If you're relatively new to Drupal, I recommend the Lullabot Drupal Video Training Series which you can download from that link.

The new PBCore module might
The new PBCore module might be useful to media librarians. It still lacks a UI, but can be configured with phpMyAdmin to enable all or a subset of the audience rating, genre, and languages from the Public Broadcasting Metadata Dictionary. The PBCore module was developed for the Open Media Project, but is designed for general use.
