I've finished the CommWeb payment gateway and it seems to be working fine. It's my very first drupal module! I'd like to release it, is there any special way I should do this, or will I just stick it on my website and provide a link?

Yes the best method of doing this is to apply for a CVS account and then create a new project.
When you release the a version release it with the same major version so if you release if for v4 then you would use the release Tag of DRUPAL-5--4-n where n is the release of your version.
