It is ready
Drupal LEO is available at Webenabled.
It has the following features:
Drupal for Law Enforcement uses Drupal Core 6.19.
The admin username is admin and the password is admin as well. You should change this immediately after you install.
This installation was initially started from a stock Acquia distribution and customized to meet the Brevard County Sheriff's Office needs.
There are eight main content types included. I originally had considered just creating features for them, but then decided to release the entire site, since most patrol needs would probably be very similar.
I used the stock garland theme and the color module to make the style green to match the department's color scheme.
Some views on the front page keep content up to date and fresh for the user. Recent pass on, New Forum Topics, The Calendar, Recently Trespassed, and Active Forum Topics all display on the front page as well as a user login box.
Content types include the following:
Pass On:
This includes daily significant activities to pass on to oncoming shifts and for management to review each morning.
PC Board:
Contains current wanted people. This content type uses nodexpire to notify the creator five days later that the content will expire in two days. The content automatically expires after one week.
Patrol Areas:
Using the core commenting function, areas that need to activity to be documented are created here and comments are used to show the activity and include the case number.
People:
This is just a simple image gallery using the image content type. Uses might be for identified gang members or habitual elderly nursing home walk-offs.
Forums:
This is just the core forum functionality giving users a discussion area.
No Contact Orders:
These are simply pages that users can add currently issued injunction, no-contact, or restraining order type of content.
Gate Codes:
Another page type of content that users can edit to update gate codes for gated subdivisions or communities.
Trespass:
These are documented trespass warnings for people who have been warned to not return to an address.
Calendar:
Just the simple calendar module.
User permissions are fairly standard with supervisors having he ability to add and edit all types of content.
Due to public records laws, only the admin has the ability to actually delete content. Using unpublished, content can be removed from view but not actually deleted.
LDAP is included, but not enabled by default.
Users are able to attach images and upload videos to posts.
Table Wizard, Schema, and Migrate are included since I used them to import the trespass warnings from a microsoft access database.
Two WYSIWYG editors are included: CKEditor and Whizzywhig.
Messaging and Notifications are also included and users can subscribe and be notified of new posts.
Backup and Migrate was included to allow the admin to make easy backups of the database.
The administration menu is included and enabled by default.
I would like to improve this
I would like to improve this installation profile. Please help me by trying it out and improving it. The first thing I would like to do is find and customize a theme. I am not so good at theming.

Well, the site was old and I think that I've accidentally deleted it. If I remember properly, it wasn't a very well-done installation profile and I could have done a lot of things better.
Do you have a need for something like this now? If you do, I could see if I could find an old archive for the site and help you out with it, although since this installation was based on Drupal 6, it might be better to redo it completely.
